Metro Manila (CNN Philippines) — President Rodrigo Duterte is one of the world's most powerful people, according to Forbes magazine.

In its annual list of the world's most powerful people released on Wednesday, the international business magazine placed Duterte in 70th place.

According to Forbes, Duterte is one of 74 global influencers who "make the world turn."

He joins the likes of Russian President Vladimir Putin, who has topped the list for the last four years, and U.S. President-elect Donald Trump, who rose to second place in 2016 from 72nd place last year.

Since taking office in July, Duterte has been making international news for his controversial statements and unconventional policy shifts.

The high number of casualties and alleged extrajudicial killings from his war on drugs have kept the Philippines under close watch by the international community, while several of his statements have been tagged as insults to global leaders.

In its writeup, Forbes said "Duterte's tendency to say what he thinks, no matter how raw, also keeps him in the headlines."

The magazine mentioned Duterte's unyielding stance on his anti-drug campaign and the alleged execution of thousands of drug users and criminals.

It also noted Duterte's shift away from major ally, the United States. It referenced Duterte's realignment towards China despite the Philippines' century-long alliance with the U.S.

The President is one of only 11 new names on Forbes' list, which include German Chancellor Angela Merkel (3rd), Chinese President Xi Jinping (4th), and Pope Francis (5th).

The magazine considered four criteria in ranking the contenders: number of people influenced, available financial resources, spheres of influence, and the person's active use of their power.
